Normally this means the pump is failing and it overheating and working very hard. It can also mean you have a short in the wiring or a loose connection.

Sounds like there is an electrical short or grounding somewhere in the fuel system electrical circuit. Are you sure yu have the correct size fuse? If it occurs after you start the engine it could be that there is a fuel filter blockage as well. I have the same problem i have replaced the fuel filter and the fuel pump. but it would still blow fuses then i un hooked the wireing hrness and yet again it still blow fuses so there might be a bad connection behind the fuse box or power leading to the fuse box.
