It disperses static electricity.
Usually some sort of metal, but the specific metal can vary. Many chains are made of steel, which is a mixture of iron and some other element, usually carbon.
petrol tankers usually have a chain to touch the ground so that the charges do not accumulate on the surface and cause an explosion. the cause of accumulation is due to friction, friction occurs when the charges are been attracted to the surface.
The chain is supposed to get rid of any static electricity that builds up within the vehicle by directing it from the frame and tanks and into the ground or road. Preventing the buildup of static electricity will prevent the possibility of a spark occurring if somebody happens to touch the unit. We all know that gasoline is highly flammable, and its vapors are explosive, and the spark could provide an ignition source.

Make sure the metal chains stay in a rain-proof area (for example, a dry place with a roof top to prevent rain from rusting the metal chain).
