Added: Static electricty is discharged from the vehicle, via the chain, to the ground. Without the grounding chain an electric charge could build up a sufficient enough charge to cause a spark which could explode the vapors of the volatile cargo, or even an otherwise "empty" tank.

This is to prevent the buildup of static electricity. The chain dragging on the ground releases the static electricity. It's probably a bit of overkill to do this for a car, and the sparking produced as the chain drags over the roadway is likely worse than the static electricity would be.
