To ground the vehicle against static electricity buildup. Gasoline is highly volatile.
Added: Static electricty is discharged from the vehicle, via the chain, to the ground. Without the grounding chain an electric charge could build up a sufficient enough charge to cause a spark which could explode the vapors of the volatile cargo, or even an otherwise "empty" tank.
