Because some can get away with it without a Fathers guidance and involvement in their upbringing. Children need fathers to give guidance and rules. They learn from parents and if one is missing the other may find it hard to control and guide their children in the right direction.

When a child reaches puberty they begin to discover sexual feelings amongst other emotions and they want to get involved in it. Their hormones are raging and boundaries are pushed until they are broken. The parents role changes and they need to be aware of the child's new needs without giving in to their promiscuous behaviour. Rules can make a difference in any child's behaviour if stood by and consistent.
