At horse shows (specifically the Arabian Horse Association's rated horse shows) Arabians are expected to have long tails, it's a breed characteristic. A lot of these Arabs have tails that touch the ground, and so the tails are put up so they don't get stepped on, and then break, and to keep them clean.
Although Arabians are not the only horses that have a high tail set they are most commonly associated with this feature. Partly because of how the tail and lower spine on the Arab are formed. Arabs have a nearly flat croupe, refered to as a 'table top' which makes it far easier and more natural to carry the tail up and sometimes over their back. The other contributing factor is their fiery temperment. The breed has it's critics but almost nobody can deny its beauty. The oldest domestic breed of horse, for centuries the Arab has been used to develope and enhance almost every other breed of domestic horse.
There are a couple of reasons for a horse to hold his tail up at the run. In a herd, the raised tail at the run (may include blowing or snorting) can be a warning to fellow herd members that danger may be near.
Many horses when feeling frisky and 'full of themselves' prance and/or run with the tail up. This is a typical behaviour of Arabians and most of them do this in one degree or another.

Most of the light horse breeds and ponies can jump. While the draft breeds are currently being used to cross breed and produce larger horses for jumping they are generally too large to hold up to jumping themselves.
Arabians have a naturally high tail carriage.However some less than honest people will try to apply caustic agents to the horses tail or rectum to try and get their horses to hold their tails even higher. Not only is this illegal, but it is painful for the horse and is considered animal cruelty.
Arabian horses are bred to hold their tails up, especially at a canter. (see: Arabian horses) But if you are just sitting on a horse and it raises it's tail, it probably needs to poo, or fart at least! Many horses wait till after being saddled and mounted to do this, especially in the morning. It is probably all part of the trick of 'puffing-up' to stop the girth being tightened to it's full extent! Or perhaps once mounted, they realize it is time for work and get their bodily functions over with for their own comfort, or, depending on individual personality, to let you know what they think of it all!?
