People are complicated critters, but critters they are. What drives the alpha of the pack, pride, and herd, drives the bully too.
Usually because they are jealous, they want them to feel threatened, or the bully feels threatened. Perhaps the bully is mistreated, so they take it out on others. It is about feeling powerless and trying to get feelings of power at the expense of others.
Also, the bully may feel he is not accepted. So he figures that if he is going down, he might as well take a couple of others with him.
Very good question and I don't think there is a simple easy answer to it. I have had children in my classroom who seemed to have a predisposition to violence and it is hard to figure out why. There are many possible causes for a child to act this way and for each there is a different reason.

kids should not bully because kids that bully are miss traiting other kids.
The causes that make teens bully another is that they might call someone a name and say mean stuff to one another.

-The bully was mean to the kid he picked on. -There was a bully in the school who called kids names and and pushed them into the wall in the hallways. -The bully was posting mean comments on the internet about other kids.
