To understand this, you must first think about the American Revolution. Americans had just fought a war for their Independence from a monarchy. The Founding Fathers would be hesitant to institute a one-person executive because it would look dangerously similar to another king. They would take every precaution to avoid anything that resembled a monarchy.
They didn't want any one person being at the top because it reminded them of the King (tyranny).
did not include bill of rights
what state was not represented when the constitution was signed ?Rhode Island did not want a strong central government at the time, so they refused to send delegates to the Constitutional Convention.
12 states went to the Constitutional Convention (also known as the Federal Convention, the Philadelphia Convention, the First Constitutional Convention, and the Constitutional Convention of 1787). Rhode Island didn't send delegates because it opposed any revision of the Articles of Confederation and it did not believe the national government had the right to interfere in the affairs of a state. All the states expect Rhode Island were represented at the constitutional convention. Because it had been self governed for over 140 years. And the state was reluctant to give up power to a central government.

Rhode Island, because they opposed a stronger central government and chose not to attend the Constitutional Convention. Also Patrick Henry.
Richard Henry Lee's absence from the Constitutional Convention was an act of protest. He was strongly opposed to the US Constitution, believing that the federal government it created was too powerful.
It was called the peace plank. The peace plank sought to bring the war in Vietnam to a negotiated end. It was supported by delegates pledged to Eugene McCarthy and delegates who had been pledged to Robert F. Kennedy who w killed less than three months prior to the convention. It was opposed by the delegates of Hubert H. Humphrey, who became the nominee.
they gave him to much power they thought that he would a king
Only the state of Rhode Island (State of Rhode Island and Providence Plantations) refused to send a delegate to the Philadelphia Convention (later called the Constitutional Convention) because they believed the Convention was really a conspiracy to overthrow the established government. Patrick Henry would have been a delegate from Rhode Island, if they'd chosen to participate. Of the 74 delegates invited, 55 actually attended. A few of the nation's most prominent leaders, such as Thomas Jefferson and John Jay, were absent because they were on diplomatic missions in Europe.
George Mason did not sign the Constitution because he opposed the document. He believed it gave too much power to the federal government at the expense of the states and lacked adequate protections for individual liberties. He was one of only three delegates who refused to sign the Constitution at the Constitutional Convention in 1787.
