That way , two-thirds of the Senate remain in place after each election and that provide continuity and stability in the face of changing presidents and a changing lower house which could be entirely replaced at the same time and every four years.
The same reason for why senators have to be older that the representatives. They have more life experience, and are downright smarter! Don't get me wrong there are many representatives who are smarter that senators.
