Not sure about other men, but for myself, when the waist fits, the upper thighs are always too tight, and if the thighs fit, the waist is so large that the pants just fall off, and using a belt makes them look all bunched up (getting a pleated effect anyway). Pleated pants while a fashion mistake, FIT! And just to give an example, I tried to find non pleated pants last night...it took me over 2 hours last night to find 1 pair of pants that sort of fit...the waist is a hair too big, and the thighs are snug (not comfortable, but got a barely fit). I grabbed the first pair of pleated pants for my waist size, and bingo...fit.
In men's formal wear a stiff pleated collar is called a Imperial/Poke collar
Work pants can either be pleated or plain front, both are acceptable.

For women there are various types: embroidored, beaded, different colors. Also women almost always wear a scarf around their shoulders.
