Apparently it's a sign of aggression. Advice is when approaching the mouse, try and get it in a loo roll or some such whereby you can move the mouse out of its territory. Then approach it by hand on a different surface or area. When it flicks its tail back off a little until it stops and do this little by little until they get used to you.
