As odd as it sounds, some men (and occasionally women) find children attractive sexually. Like some men like blondes, or they are a 'leg man'. It's basically the same thing. The big thing is it's illegal. And every man that kidnaps a young girl (or boy) knows its illegal, and they also know the horrendous consequences of their actions. They obviously don't care. And once they kidnap them they don't want to leave a 'witness'. Crimes like this are just deplorable and inexcusable and can and often do cause permanent damage mentally to the victims, providing they live to tell the tale.
