Not only is it illegal to go that fast on most roads, but it also impossible to go that fast in most cars due to fuel cut off, otherwise known as a speed governor or limiter. However, many cars capable of doing that kind of speed or sometimes much higher are performance based cars which are more likely to end up on drag strips.
I would venture to say that all new cars have digital Speedometers. The cars computer knows all. It is where everything that the car does is processed and recorded. The days of the old speedometer cable and odometer cable are long gone.

Because they take at least one lap at the pit road speed, and the cars don't have speedometers, they can verify what the tach says at that speed. Whenever you've got a bunch of cars lined up their speed will vary as cars ahead speed up and slow down. They split the pack so that the cars in the back half of the field get a more accurate reading (the pace car drives at a set speed, so there are fewer cars in front to bunch up and stretch out.

it really depends, some cars have cable driven speedometers, others have electronic speedometers. if yours is cable driven then either it came undone or it broke. if it's electrical then the sensors either wore out, the wiring got messed up, something shorted itself out, or it's just dirty and can't do it's job
