This is actually not true at all times or for all sharks. It is true that most sharks need moving water in order to breathe, but there are underwater currents where sharks can stop, because the water is moving around them.

I have researched ALOT on sharks and I do not think that a cookie cutter shark could sink a submarine.It isn`t possible because a suubmarine is made of metal and I don't even think that cookie cutter sharks could bite through metal.I hope that this answers you question!:)
