Because a MTB is expected to get ridden over bumpy ground and even jumped every now and then. It needs to be stronger to stand up to that. Road bikes aren't expected to encounter that kind of riding, so they can be made more flimsy.

Street bikes are made to ride on cement or concrete. Pretty much the same terrain everywhere.

Mountain bikes are made to ride on dirt, mud, gravel, sticks, cement, concrete, grass, stones, etc. The wider tires offer more surface to 'grab onto' whatever it is your riding over therefore providing better traction.

Simply put, wider tires (or tyres) create more friction with the ground, resulting in more traction. More traction = more control which is desirable.
