Several options:

-maybe you haven't bedded in the pads yet. They usually take a few hard brakings before they give full performance.

-maybe you've gotten something harmful on the pads/rotors. Chain lube for instance.

-if they're hydraulic, you might need to bleed them, get trapped air out of the system. Do a net search for your make & model & bleed and you should find some instructions.
