Birds don't really control when or where they poop - they just, as Nike would say, do it. So if they are sitting on food bowl, that's where they'll 'go.' It's not uncommon for a parakeet to perch itself on the edge of its food bowl.
Clean the bowl and dump it out
It's more a territorial thing than out right aggressiveness. Not all are aggressive as I currently have 2 females and although they may sqabble now and again I would not regard it as true aggression. It is usually squabbling over a particular perch or seed bowl.
Parrots do not deliberately soak their tails in their water bowl. Because there is often a perch next to the water bowl, whenever they turn around while they are sitting there their tail will end up in the water.
Noodles should be fine for parakeets, as an occasional treat. Don't feed them egg noodles (although these are probably still okay). My cockatiel likes spicy ramen soup. I've had to keep him from climbing into the bowl.

Bowl skiing refers to skiing above the tree line. Usually higher altitude mountains that offer a "bowl" shape. There are no difined trails in a bowl.

We have two parakeets and we put one bowl in for both. They take turns and one after another will go into to water and splash a bit, peck at it and when they are done neither one goes back in. So, your answer is one bowl for two is ok.
