Night Scenes:

The colour scheme in night scenes is something the Cinematographer/Director of Photography will design based on lighting, filters and lenses, and will be co-ordinate d with the Art Director and even Costume Designer. So the 'blue' tint in many cases will be a creative choice, but it loosely based on trying to simulate strong moonlight.

However, you may notice stronger blue night scenes in older movies and TV movies. This is usually because the scene has been shot day-for-night, which simple means they shot the scenes during daylight hours. This technique is avoided where possible, but it is the cheapest and most convenient way to shoot night scenes. The blue tint is used to make it look dark, and to make the daylight look like moonlight.
