This is purely an educated guess! The outer planets are a lot bigger than the ones closer to the sun in orbit. This means that the gravitational pull of these planets is a lot greater also. This much I know for sure. I would think that since they have more gravitational pull, they probably attract more asteroids and other space debris to themselves that end up in orbit around those planets. because they have lot of gravity and other physical makeup such as ice,gas and so furth,that will eventual result when gravity pull and interract with those properities it form craters moons. pure education guess. it is the collision of hydrogen and helium added with gravity it causes them to have more moons

Farther from the Sun, the solar system contains much less heat than the area nearer the Sun where the Earth is. Because of this low temperature, objects that were condensing captured hydrogen-rich materials like methane, ammonia, and especially water. There was much more of these materials in the solar system than the iron rich material that the terrestrial planets are made of. This allowed the cold planets to become much larger than the planets closer to the Sun.

Because they are too close to the sun! The outer planets (gas giants) have rings because there is was more debris left over from when they formed so it turned into moons (all of the outer planets have loads!) and rings. However mars might have a set of rings one day because its moon Phobos is gradually spiraling closer to the planet this means that it will eventually either crash into the surface of mars- sending debris up into space to create moons and/or rings or gravity will pull it apart and it will form rings!

The rings of the outer planets are a result of past moons breaking apart from tidal interactions. This happens only in systems where the mass of the planet is very large, and there are many moons.

most of the time the gravity of the sun would pull in any rings that tried to form around the inner planets
