This is purely an educated guess! The outer planets are a lot bigger than the ones closer to the sun in orbit. This means that the gravitational pull of these planets is a lot greater also. This much I know for sure. I would think that since they have more gravitational pull, they probably attract more asteroids and other space debris to themselves that end up in orbit around those planets. because they have lot of gravity and other physical makeup such as ice,gas and so furth,that will eventual result when gravity pull and interract with those properities it form craters moons. pure education guess. it is the collision of hydrogen and helium added with gravity it causes them to have more moons
