Are you asking this in comparison to toilet paper rolls? Its maybe because paper towels are thicker and larger, and so a sheet of paper towel constitutes more material than a sheet of toilet paper. If there were an equal number of sheets, the paper towel roll would be significantly more costly to produce and would also be thick and cumbersome to handle.
In comparison to paper towels in the past, probably because the paper towel manufacturers, like any of us, want to make more money. A slightly less thick roll wouldn't be noticeable to the consumer, but would be less costly to make.
