I think you will find people in India eat potatoes and people in Russia eat rice also. But generally it is to do with climate, and the suitability of said climate in growing different kinds of edible plants. Russia's colder/dryer climate is more suited to root vegetables such as the potatoe, whereas India's wetter/warmer climate is better suited to the harvesting of rice.
