I think because European part is more developed, there are more big cities there.

well let me tell you "rather and prefer" means the same so you are gonna use prefer in two ways. you can use "to + infinitive verb" or an -ing form after prefer you can say: examples: I prefer to eat a salad or I prefer eating and rather you just use it whit a verb whitout to or an -ing form I rather go the park I rather sit down

But rather they are Eurasian countries. There's a big difference.
