I have never heard of people poaching manatees; mainly the problem is motor boats accidentally cutting them with their motors or people harassing them. If anyone were to poach them, I'd say it would be because they are endangered, and their skin would be very rare and probably valuable in the black market.

Yes, there is a species of smaller manta rays although i cant remember what they are called of the top of my head. Pygme or dwarf manta rays come into mind. I had a dive last year with some pygme manta rays last year in australia.
