Different people have different views towards hazards,some may think there're hazards everywhere and it's worthless for them to move around.

For example,Japan is a wealthy country.Good jobs can be found there.Economic interests is one of the consideration for people when choosing places to live.

3.Benefits of earth movement

Volcanic ash makes soil rich and farmland fertile.Valuable minerals such as diamond and gold can be found in volcanic regions.Steams and heat produced there can be geothermal power,a rich source of renewable energy.Volcanic eruption also create beautiful relief feature and attract tourists.

4.Limited choice

There's no place on earth completely free from hazards.As the world population's increasing,places to live are more and more limited.Within Japan,Japanese cannot move to a safer place.Also moving out means great change,some people are used to their country and are not willing to change.Family tie is a reason too.The person may own his family and friends all living in the country,in order to keep in clos relationship,he may not choose to move out.

I live in CA and the whole state is on a fault line. You don't think about it. When one happens, it happens and you deal with it. You know that you get under something or in a doorway, do not run into a street with tall buildings, and get out once the shaking stops. I have been through several and usually just sit where I am guessing how strong it is.
