Unless the phenonmenon are always occurring, you get a "not in my time" attitude.

Also, the area around some volcanoes is quite fertile, more important to farmers than "a little smoke".

There aren't many places which are not prone to any natural disaster. Furthermore, while there is always a chance of natural disasters occuring, they dont happen all the time.

Also there is a psychological aspect of i was born in this city its my home. They grew up in that area so they are not likely to leave. Just like you would probaly be more reluctant to leave where you live.

People live in earthquake prone areas for many reason. Usually, it is the home of their ancestors, and they do not want to leave. Other places like Japan and California have many attractive features.

people don't necessarily choose to live by earthquakes. that's just where they live. Earthquakes can be very dangerous and are caused by plates moving under the earth's crust.
