Not many people live on the Novaya Zemlya archipelago because it's extremely cold there, almost all year round. It's also pretty isolated, with no good ways to get there. There aren't many towns or things to help people live comfortably, and it's not easy to grow food or have a normal life in such a harsh place. Plus, the Russian military has been there, so it's not a typical place for regular living. Overall, it's just not a very friendly place for people to live.
Although it has been the test site for 224 nuclear bombs, the 1500 (+/-) occupants that resided there were removed for the years they were doing the testings there. 2700 people (+/-) live there now. What the effects that the testing grounds may be having upon them I do not know.
