Refugees are trying to escape their current country in search of a better life somewhere else. They may be trying to escape due to war, poverty, gang violence or whatever reason they see fit to flee their country. Most don't have enough money to pay for, and usually not enough time to get, their documentation. However, it's not usually about money. It's the loss of hope in their native countries. There will always be people trying to escape something in their country of origin.
Because you need to see a psychiatrist, or a screenwriter.

Oh, what a beautiful question. In "Number the Stars" by Lois Lowry, some of the refugees who have fled are the Jewish families escaping from Denmark during World War II. They are seeking safety and hope in Sweden with the help of brave individuals like Annemarie's family. It's heartwarming to see how people come together in times of need to support one another.
Most of "the rest of the world" was superficially sympathetic but did not want to admit refugees. Obviously, this is a huge generalization. Please see the link.
