Simply put, people do not believe in the last Judgement because they don't understand the Scriptures, or more probably, have not read the Scriptures but rely solely upon the interpretations of others. The latter is the prevalent reason for many 'church goers' today. They simply absorb the message of the messenger, without 'proving all things' as we are admonished to do in Scripture. The Bible is the number one 'dust collector' in the world today. People buy one to 'feel good' or 'safe' or present an appropriate appearance.
Undoubtedly, if one would read the Bible from Genesis to Revelations, they would come to understand the Great Plan of God. Man has fallen short. Man is stubborn and stiffnecked, relying upon the teachings of other men and discounting the Word of God to their own ends.

God did not purposefully create people who would not believe in Him. He created people, and let them use their judgment to see if they will belive in Him. The reason God gave them the option to believe or not believe in Him in the first place was because He did not want people in His Kingdom that would not choose to believe in Him. He gave people the choice to believe in Him or not, and the entire reasoning is because He did not want non-believers in His Kingdom (Heaven).
