Not everybody visits this website to ask and answer legitimate questions. There are people who spend their time in vandalizing websites, posting nonsense etc. Those kind of people visit Wiki Answers and post all sorts of nonsense in the answers.
However, the one good thing is that we have a bunch of dedicated supervisors and community assistants who do their best to keep the website in good health and condition and keep such people away from the website.

Because no one 'owns' the answers in the wiki world. They are a combination of contributions from many users. Signing answers indicates ownership and discourages others from contributing.

Why can people just put wrong answers on answers.com?
The main reason is because this is a wiki site. That means that any contributor can give answers, even wrong ones. Some deliberately give unhelpful or wrong answers, but most simply think they know the answer when they don't.
