The rocks (gravel) serve several purposes : # They hold down the tar roof by their weight # They prevent UV damage and erosion of the tar and asphalt paper, and limit debris that can stick to it # They serve as a reflective surface and heat sink for sunlight, which tends to melt the darker tar
Tar (actually asphalt) is used to waterproof it and gravel is added as ballast or weight to keep the roof from lifting in high wind.
The gravel also serves to dissipate heat from the sun evenly to avoid a Hot Spot causing the tar to melt and run. In extreme UV environments [Lot of Sun] the roofs are usually coated white to cool and reflect the rays!

There are a few popular roof coatings that you can apply depending on the type of roof you have. Tar is one of the more popular roof coverings for homes that have shingles. This will protect the shingles and keep them from getting dried out. Metal roofs on trailers do not do as well with tar. There is a substance that is like cement that you can put on the roof of a trailer to block out the heat in the summer. It is not cement itself, but the color and consistency are similar.
Tar is obtained from liquid petroleum. Tar is used as a hot liquid covering under gravel to build roads. Note: Asphalt is made from bituminous coal pitch, mixed with sand or gravel. The black color comes from coal pitch, not from petroleum, as does tar.
road tar is a mixture of sand and gravel that is pretty much fresh, wet, gravel. although it is wet, it is not wet like a liquid (water juice....etc.) it is wet like old mud that is almost dry but still moist

if you put tar paper over wet osb it will cause it to mold
Most Canadian houses are made out of drywall, brick, wood or glass. As for the roof most roofs are made out of tar shingles.
