Its not that people refuse to give up, its that people are interested in those kinds of things. Its a personality trait, not a mature/immature grown up/not grown up thing
I don't think it's fair to say people who watch cartoons never 'grow up'. Cartoons offer an amazing way to escape into a fantasy world. Besides, adults are just bigger kids with jobs.

Some people simply have broken through the strereotype that cartoons are only for kids. Kids are drawn to cartoons due to the bright colors and etc. However, as an artform, it could be used to tell deep and philosophical subjects (see Japanese anime). It may be that they are not refusing to grow up, they merely found something of value in those cartoons that you don't see.
