I think it's because they don't truly want to offend you but they feel they have to be up front and honest with you. It's like saying "I'm not saying this to hurt you but it's important to point out to you." I'd much rather hear that then for someone to just blurt out what's on their mind if it's something that's going to upset me, wouldn't you?
