I"m no expert on fires and fire management but the following facts make sense. First of all there is large expanse of land and plenty of fuel(trees wood, dead leaves on ground, etc)( secondly there are no natural fire breaks(like walls of a building, etc or river banks) Finally they are usually out in the wilderness and identification and repsonse with fire-fighting teams is usually difficult and in some cases impossible, not the istuaion with a pull-alarm box on say, 23rd street in NYc. All of these factors combine including the sparse human population. Even politics can be weighed in if nobody lives there, why spend a lot of tax dollars on fire-control devices useless for anything else!-hence the Federal Govt steps in,=for example national parks. prevention is better than control here, Smokey the Bear was right! Ony You can Prevent Forest Fires!-smoke "em out.
Well there are two typical reasons. One usually being it was an accident or they are a pyromaniac/arsonist. The other being they are burning it to grow back greener/healthier a lot of farmers do that.
