They may come from different countries, or might have been taken there to far of country as slaves, or even migrated due to floods or famine.
According to the Biblical story

When people thought of building a kingdom into the heavens, God didn't want them so, He led the people into different languages.

Linguistically speaking

People in early societies, remote from each other, developed different sounds that represented various items and concepts. As long as everyone in a culture agreed on what a word meant, it could be any arbitrary sound. Although there are some similarities between a few words, generally they only coincided in border regions between cultures.

In China alone, individual regions developed more than a dozen dialects, which include 10 primary groups and 4 major languages. These languages are to a great extent mutually unintelligible. In Europe, the influence of Roman Latin eventually altered the varied native tongues. During the colonial centuries, native words made their way into the European vocabularies and vice versa.

Answer:

According to The Bible... before and immediately following the flood, all men spoke a common language. They hung together in a common society. With the "confounding of the languages" by God, people separated into groups whose languages they understood.

Even today, when people hear other people speak to others in a language they don't understand... a natural discomfort sets in... along with the "suspicion" that they are "talking about them."

The result was that people began to spread around the world, distancing themselves from those whose words were suddenly foreign to them.

The Bible reveals that God has a "plan" for mankind that requires "time" to develop.

"...and THE TIME CAME that the saints possessed the Kingdom." (Dan.7:22)

"...when THE FULNESS OF TIME was come, God sent forth his Son..." (Gal.4:4).

"Humble yourselves therefore under the mighty hand of God, that He may exalt you IN DUE TIME..." (I Peter 5:6).

"Then COMETH THE END, when He shall have delivered up the Kingdom to God, even the Father... For He must reign, TILLHe hath put all enemies under His feet..." (I Cor.15:24).

"...that there should be TIME NO LONGER: but in the days of the voice of the seventh angel [who sounds the seventh and LAST Trumpet of God, which signals the end of man's TIME and Jesus' return - I Cor.15:52; I Thess.4:16], when he shall begin to sound, the MYSTERY OF GOD SHOULD BE FINISHED, as He hath declared to His servants the prophets." (Rev.10:6-7)

The prophetic evidence is that man has been allotted a "6000 year 6-day week" [a thousand years as one day - II Peter 3:8]... followed by a seventh "thousand year-day" [the Sabbath day] of Christ's Kingdom ruling over the nations when man's governments will be destroyed and man's sinful works will "rest"... and not be allowed.

These last days reveal that the "language barrier" that once separated men from one another is no longer the devisive issue it once was at Babel and during the ensuing centuries.

We are able to see, today, the inherent dangers of unfettered information and ideas that would have been extant centuries ago back in Babel. The internet wouldn't have been needed back then to communicate with anyone on the other side of the world, because everyone was in one place.

We are able to see, today, that with the ability to easily communicate ideas and thoughts with one another, the tremendous and rapid technological strides that develop each day [for instance, computer advances, today, are virtually rendered obsolete the next day].

We are also able to see that the greatest technological advances in history have come about as a result of man's desire to wage his wars more efficiently. Especially, in these last days, when the language barrier no longer deters the flow of information of two or more brilliant minds with similar apptitudes and interests... each of which might hold a different component of a whole new brilliant [and potentially deadly] invention or discovery [like the splitting of the atom].

Bible prophecy clearly tells us that the time is coming, called Great Tribulation, when the increase and development of tremedous global distress will END ALL LIFE ON EARTH, unless God "shortens those days" -- Matthew 24:22 -- and God comes down to earth in Person... and takes matters into His own hands.

It's evident, then, from world developments we are able to see today, that if God hadn't confounded the languages thousands of years ago... the world would have come to the Great Tribulation much earlier than it otherwise shall.

And God's plan wouldn't have attained the 7000 years He allotted to it.

After the flood, when the tower was being built in the Plain of Shinar... men were seeking to establish "one-world government"... which history has demonstrated is a very bad idea when it's in the hands of faithless men.

Today... the language barrier has all but disappeared... and the world is "shrinking." The nations are once again thinking [and actively working toward] "one-world government." The massively-destructive capabilities of man's war-making technology has greatly increased since the bricks were baking at Shinar.

And its deadly reality has far outdistanced man's ability and efforts to control it... and contain it, from falling into the hands of evil men.

And man's allotted time [having been given the extension it needed through the confounding of the languages] speeds toward its expiration... along with the conclusion of the plan of God.
