ACT test is a standardized test with your chance to prove to colleges that you are smart. Preparing for the test will help however its hard to have a dramatic extremity in your score so it's generally accurate in measuring your cababilities.

It is recommended to take the ACT's and SAT's in the spring of your junior year. This gives you time to re-take the test if you are unsatisfied with your score. You need to either test BEFORE the deadline for college applications.

It's mostly up to you. I took both the ACT and the SAT and found that I felt more relaxed when taking the ACT. However, if you can take both you probably should as it can be beneficial when applying to colleges. For example, your SAT score maybe slightly less than what the college is accepting, but your ACT score could be well within the necessary range. So, mostly it's your own opinion.
