No. Russia was actually the weaker state in Russo-Asian relations at this point in History. It would only be in the 18th century onwards that Russians had an impact on Middle Eastern events and Central Asian colonization. The Ottoman Empire was supremely dominant in the Middle East in this period and Russia was much weaker.
