Because it's a widespread "urban legend" that it's required.
The officer is required to display the most recent calibration for his equipment only when appearing in court to testify against you, but they are NOT required to show you anything about the equipment when you are stopped on the road.

The classic officer behind the billboard. The answer to your question is YES they can. The law does not state that you have to see the officer that is using his RADAR or LASER to catch you speeding. Some officers will even park their cars and get out and stand next to the road or behind a sign. Best defense against these dastardly tactics is.....just don't speed.

Instantaneous, usually. When the officer uses a radar or laser gun to "clock" you, he is determining your instantaneous speed. But sometimes police use helicopters to track the time it takes you to travel between two landmarks. In those cases, it's your average speed that's being recorded.
In NYS tickets done by radar the officer lists the model of the gun he used. If it's done by laser instead and the officer didn't list the model of the laser. Does this make the ticket void?
No. It is superfluous. The officer will come to court accompanied by the inspection and calibration certificates and the usage logs that are required to be kept.

Yes--but your chance of winning varies. First, how did the officer know that you were speeding? If he only used a visual observation, then you could attack his judgment, but traffic court is notoriously biased against the defendant. I'm guessing that if the officer did not catch you with a gun, then he did catch you with the radar unit in the vehicle. You can request discovery, and make the prosecution produce the calibration records for the radar or laser unit used (if one was used). As to the unlawful lane change, the officer will testify that he saw you change lanes without signaling. And, again, the judge will likely believe the guy in the badge over you. You can subpoena the officer to appear at the hearing. You have to ask for that at the court, just like discovery. If you properly serve the officer per the instructions the clerk will give you (or state law), and the officer does not appear, then the ticket will be dismissed in its entirety.
