A lawyer referral service refers you to a lawyer based on the type of case you have. Most are run by state or county bar associations. You can contact them by phone, and many of them by e-mail or an online form on their website. Most will take information about your case, and then give you contact information for one or more lawyers who take that type of case.
Once you have the contact information, it's up to you to contact the lawyer and set up an appointment to discuss your case. Most lawyer referral services are free, and many of them include an initial consultation with the lawyer for a small fee. Some referral services charge a fee up front, and then provide a free initial consultation with the lawyer.
