I don't think they do - that sounds like one of those unfounded rumors. Really, before asking "why do they...", you should ask for (or search the Web for) evidence that this is actually the case.
Or perhaps you know one or two people with red hair that happen to have a bad temper; that's really not enough to be "statistically significant", as they say. In that case, the bad temper is probably unrelated to their red hair.
