(in the US) Blue is not universally worn as a police unifoprm color. Uniform colors for law enforcement officers vary from department to department as well as jurisdiction to jurisdiction. Many departments choose dark colors out of tradition as well as the fact that they do not show staining as easily/quickly as a lighter color might.

Added: And they offer a certain measure of officer safety during the hours of darkness.
