with your hands you can still move around, break things, and most importantly, fight. If they immobilize your hands you are useless, you can run but A) you will not be able to run very fast with no arm movements, and B) you will not get very far when people see you handcuffed plus, if they put they handcuffs on you re feet you can bust them with something in your hands, what are you going to do when they are on your hands? kick them? it just eliminates a lot of problems and such that would still be able to happen if they were on your feet. It is mostly to immobilize the hands though so they can go swinging.

While it's common for them to do so, and it may be departmental policy for them to do so, it's not actually a "have to" sort of thing.

Basically the idea is that someone with their hands restrained is both less dangerous and less likely to be able to "blend in" with a crowd of other people.

Police do this to prevent injury to themselves by a suspect. I do not agree with this practice since police have started tazzing and even killing suspects that are in cuffs and in the back seat of police cars. It is my view that it is the people that need to place police in handcuffs for our safety from police on power trips. Police are more of a danger to American citizens than criminals are today.
