Because, if you haven't noticed, it usually works. As long as politics remains partisan no one ever demands more of politicians than to fight the "wrong" people. By making political issues a matter of moral or economic identity (my side vs your side) rather than practical widespread effect, politicians are free to pursue their own agendas safe in the knowledge that their constituency has no interest in most issues except for when they suit up for more cultural battle (name your picket line) in the name of "their side."
