One reason is because ponds are fresh water and the ocean is salt water, and salt water freezes a few degrees lower than fresh water. The main reason though is because the ocean is so deep and constantly being churned by wind and waves, whereas ponds are relatively calm and cannot mix. It is easy to get shallow ponds thoroughly cooled to the freezing point, whereupon the water will freeze. It is much more difficult over the ocean because as soon as the water at the surface cools below a couple degrees Celsius, it becomes denser and sinks, to be replaced by warmer water. Rough seas also break up any attempts for ice crystals to form. It needs to be very cold for a very long time for sea ice to form over the open ocean, and you will never observe that around England.
