That is actually not the case. People can come and go as they please without such sanctions as you mention.
Sanctions are for serious infractions of God's righteous requirements as clearly stated in his word the Holy Scriptures; NOT for people who simply stop practicing.
Example from Society:
If your grown child commits a felony -- the police come and take your child away from you. They place your child in a metal cage called a prison. You cannot have any association with your child, until they're released from the cage.
This is acceptable treatment of a flagrant violator of man's laws.
Some parents even report their child to the authorities; they do not 'harbor' a felon. This is also acceptable in today's society.
Jehovah's Witnesses do nothing even close to what your country does to them. We do not place them in a metal cage.
While other religions see no problem with associating with flagrant violators of God's righteous requirement; Jehovah's Witnesses uphold the high standards of God's Holy Word. We do not shield, nor harbor, (nor fellowship) with those who flagrantly violate righteous standards.
Practical example:
You have 4 children. The oldest becomes a thief, takes drugs, sells drugs, is disrespectful to the parents; abuses siblings.
What will you do? Allow your oldest child to remain in the household to cause havoc with your other children? Or will you request that the oldest child move out? When the oldest child moves out, this obviously limits your family's association with them. Yet this is all acceptable within society.
But fact remains, such sanctions are NOT imposed for someone who simply stops 'practicing' our religion.
