Dogs are weak at an early age because they mature (grow) to full size in a short period of time. I would estimate most dogs reach adult size within 1-yr. This rapid growth consumes a great deal of resources. This is coupled with an immune system that is immature.
I might also add that many of your larger breeds of dogs have weaker immune systems than many of the smaller breeds, again, because they have to grow to a much larger size in such a short period of time.
The dogs have to be 12 months to have puppies...

When puppies are at least 2 months old. That is when they can drink milk or, water. most of the time when they are able to stand and carry their own weight they generally start to.
They can have them as early as their first heat cycle but it's best to wait until they are at least eighteen months old when they are more mature.
all puppies should stay with their mom for at least 8 weeks (2 months)
