Your rabbit is likely molting and they can't adequately reach that area to groom it themselves so there are some loose chunks of fur that are kind of 1/2 sticking out.
You can:
A. leave it there
B. pull it out
He might have mange or mites (parasites). Go to the vet for a check-up.
Medicines you can buy in the pet store for parasites can be deadly for rabbits, even though they're safe for cats/dogs. You need a rabbit vet to diagnose the problem and prescribe the right medicine (usually selamectin).
Another reason could be urine burn, in which case the bunny could have a urinary tract infection or kidney problem.
