This is a sort of "child lock." If the seatbelts are pulled all the way out, they will only wind in until they fully come in, when regular function is restored. This is intended for children sitting in the back seat to have trouble leaning forward, which is dangerous in a moving car.

How do you remove the rear seat to replace the battery?

Lift up on the front of the rear seat; give it a bit of a quick jerk and then lift up, much like a hood or trunk. You can then slide it forward and tilt against the back seats to access the battery. Buckle seat belts prior to reinstalling seat to avoid headaches in lining up the buckles, etc.
