Intuitively, one might reason it is because the poor are unorganized, uneducated, and have yet to move on to post-material values. These people can be bought off through patronage if they decide they want change. Much ink has been spilled on when peasants are and are not revolutionary. It is one thing for them to want change and it is another for them to be successful at creating it.
