You might like to check the other questions regarding salt and cystic fibrosis as I don't think the above answer quite covers your question.
There are two main reasons why salt crystals may form on skin.:
1. If you have sea-water (which is very salty) on your skin, and the water evaporates (in the hot sun, maybe) then you will be left with salt crystals in the form of a fine white powder on the skin.
2. Human sweat (perspiration) is also salty. So, as the moisture evaporates, salt is left behind. In most cases the salt will not be noticed. It just falls off or is removed by normal washing.
In cystic fibrosis the abnormality is in the excretion of chloride from within cells into mucous membrane. This lead to high chloride inside the cells. Sodium follows these chloride ions and hence high concentration of sodium occurs inside the cells.
This excess of sodium and chloride ions are excreted in sweat of patients with cf.
