No. Being a bully comes from something dirty inside. Changing what you wear will not change your heart and mind. If that worked, then we could just tear down all the prisons and force former inmates to wear uniforms. Just don't let them dress like murderers, thieves, addicts, batterers, etc. However, there is no way to identify criminals from their clothing. Unlike in the movies, bad people don't all wear masks and striped jumpsuits. Most try to blend in so they can be more effective at committing crimes.
